Rewriting the VectorResampleImageFilter by using N passes of the scalar ResampleImageFilter

- Seems to be failing in machines that have OPTIMIZED_REGISTRATION ON

- To do: run in same machine with the flag ON and then OFF.

- Only fails on Macs with OPTIMIZED_REGISTRATION OFF (?)
