[ITK] [ITK-users] Create PolygonToMeshFilter

I solved it partially but don't know why it works. I just set
GenerateOutputInformation(){} on my .h file as it is done on
itkSpatialObjecToPointSetFilter so it goes straight to
GenerateInputRequestedRegion.
