[ITK] [ITK-users] Should we use two braces with the offset?

Hi,

As you can see in the following statement:

    InputImageType::OffsetType offset1 = {{0, -1}};

>From here:https://github.com/ComplexSystemsModeling/DCMTK-ITK/blob/master/Modules/Numerics/Statistics/test/itkScalarImageToRunLengthMatrixFilterTest.cxx

Two braces have been used with the "offset". Should this be done? Why is that?
