Here's what I'm running:

    std::string labelId;
    std::string value;
    std::cout << "gdcmImageIO->GetValueFromTag( tagkey, labelId ): ";
    std::cout << gdcmImageIO->GetValueFromTag( tagkey, labelId ) << std::endl;
    std::cout << "labelId: " << labelId << std::endl;

And here's the output:

gdcmImageIO->GetValueFromTag( tagkey, labelId ): 1
labelId: LTFcLTBcMFwtMFwtMVwwXDBcMFwxIA==
