[ITK Community] Problem with multi-image tiff on Linux (ubuntu)

Hi Gib,

To clarify, USE_SYSTEM_*  set to ON could mean two things
   (1)  the library will be searched in standard system location
   (2) the user can provide the location of his choice

Considering this last clarification, setting USE_SYSTEM_*  to ON could then
be used for:

1) Building package for a given distribution. For example, debian
maintainer will build ITK with all USE_SYSTEM_* options set to ON

2) A user wants to try out its own implementation of the library ...

etc ...
