The "/scratch/dashboards/" is the path to CXX source when it was build on the build server.

This does not look like a SimpleITK installation error. You can verify that be checking if you are able to do other things with SimpleITK.

Perhaps you should inspect the file for corruption? Check it's size? see if you can unzip it? See if another program can read it?

Can you share the file?
