[ITK] [ITK-dev] Module cookiecutter template

Hi folks,

To make ITK module creation easier, we now have a cookiecutter
template. To create a new external module in your current directory,
run:

  python -m pip install cookiecutter
  python -m cookiecutter gh:InsightSoftwareConsortium/ITKModuleTemplate
  # Fill in the information requested at the prompts
