[IGSTK-Developers] Minutes and code review template posted

Minutes for last week's tcon, a draft of next week's agenda, and
a table template for iteration 5 code reviews have been added
to the wiki. Please list the files needing review for iteration
5 at your earliest convenience, and sign up for reviews as well.
As discussed during the tcon, we would like to have iteration 5
completed in a more timely fashion than iteration 4 so any
process modifications enacted for iteration 6 can be done
with a clean slate.
