Yes, I see that I can change my preferences to add "Description" as a 
viewing field, but I still think that it would be nice to have a short 
summary of the requirement in the "title" field.

The reason that the "Description" field isn't enabled by default is that 
it contains too much information.  For a person who wants to quickly 
skim through the requirements to find a particular item, the description 
field contains too much text to read through quickly.
