[IGSTK-Developers] License file

Luis,

I was under the impression you said there was a separate license
file for IGSTK, one that would normally appear in the top-level
directory of a distribution. I cannot find such a file for IGSTK?

Also, the URL to the copyright page that is in our source code
banner (http://www.igstk.org/HTML/Copyright.htm) gives a 404 error.
