[IGSTK-Developers] First draft outline of JDI paper

Attached is a first draft outline of the paper to be submitted to 
the special issue of the Journal of Digital Imaging on open source 
software. I have included tentative dates at the end to streamline
the write up process.

Please take a look at it and comment on it. We will talk about it briefly 
tomorrow during the tcon.
