[Insight-developers] Web page changes

Hi Folks-

I've modified the web pages (the "Mailing Lists" and "Download" section). The "Mailing Lists" reflects the agreement that the insight-developers will be Insight Consortium members for the time being. (Eventually all members of the developed list will be moved to the insight-users list.) The insight-users is open to the public.

On the "Download" section, there are http links to the tarballs.

Please let me know if you see any problems.
