[Insight-developers] FindITK.cmake issues

The problem here is that UseITK.cmake should not be in the source tree.
I have just renamed it to UseITK.cmake.in and changed the top level
CMakeLists.txt file to reflect the change.   This way you can not
find UseITK.cmake in the source tree unless the source tree is the binary tree.
Let me know if this works for you.
