hi -

i think global topics are a fine idea; however, i also think a good 
idea would be the pseudo-automatic creation of a forum for every 
project created (and of course, open a forum for any projects that are 
currently defined but have no forum).. that way even if the person 
defining the project doesn't want ownership, there is some public 
setting in which a person or persons may step forward to eventually 
take ownership.

how's that sound?
