Anyone sincerely interested in improving the quality of
the per-review system would find the following paper
enlightening.

BTW:
It is great to see that "Tatemae" [1] is becoming "Honne" [2]

Abstract
Just as authors should be held accountable for upholding academic
standards and professional integrity in their submissions, journals
should explicitly be held accountable for lapses in the reviewing process.

=====================================================================

[1] Tatemae (Japanese: Form, Front)

     "The reality that everyone professes to be true,
      even though they may not privately believe it."

     (e.g. that the current publishing system is flawless).

[2] Honne (Japanese: True Sound)

     "The reality that you hold inwardly to be true,
      even though you would never admit it publicly."

     (e.g. that the current publishing system is broken
      and Open Access is a venue for rescuing the scientific
      community from shameful decadence.)
