[Insight-developers] Checking for "fenv.h" with CMake

Brad,

In Utilities, gcdm uses CHECK_INCLUDE_FILES, it uses CMAKE_HAVE_FOO_H

vxl uses HAVE_FOO_H
itktiff uses HAVE_FOO_H

I checked VTK. It uses HAVE_FOO_H.

I also checked http://www.google.com/codesearch , google's search of
open source code. Most everyone seems to use HAVE_FOO_H.
