[Insight-developers] RegisterBuiltInFactories not implemented

Xiaoxiao, Luis,

RegisterBuiltInFactories is not implemented in  
itkImageIOFactories.cxx. This is breaking wrapping builds or tests,  
depending on the OS.
Should it be implemented or can it be just removed from  
itkImageIOFactories.h?
