No.  The purpose of that file was to document all the stuff we knew
was left to do when we first created the transition commit before
ITK would be at all *useable*.  I needed a place to put the list and
document it as part of that commit.  I didn't want to use the commit
message because the information is not useful to someone who finds
the transition commit from "git blame".  I wanted the message to
document the transition and focus on how to get the rest of the
history:

Now that ITK is useable and the tasks set forth by the original
transition commit have been completed the file is no longer useful
for this purpose.

Sure.  There is unfinished work lots of areas of ITK, not just the
modularization and build system.  We can use the same process we've
established for the toolkit's development for all of these areas
and not have a special approach for one particular task.
