[Insight-developers] Empty Dashboard

There was a "could not be processed successfully" Test.xml file with a
single test containing 60 Megabytes of output in it.

I'm adding some code to CDash to detect / handle this gracefully.

In the meantime, we've skipped that file, and processing is continuing now.
They should trickle in this afternoon...
