[Insight-developers] HDF5 compile error on mingw

Actually I take that back -- that patch would trigger a bunch of
'try_compile' passes, and I'm not sure how well they work with Visual
Studio, or mingw on Windows.
If mingw can handle the try_compile stuff, this is all good. Otherwise
someone needs to figure out what mingw supports and do something like this:

IF(NOT MINGW)
SET(H5_HAVE_TIMEZONE 1)
SET(H5_HAVE_FUNCTION 1)
ELSE(MINGW)
# what does MINGW have?
ENDIF(MINGW)
ENDIF(WINDOWS)
