[Insight-developers] ITK 4.0 Release Notes

We need to be clear that a new revision of SimpelITK has not been released yet, and the tagged source code and binary distributions of Python along with limited binary distributions of Java and C# should follow with in the month for the official 0.4.0 Simple ITK Release.
