[Insight-developers] Transition Plan to Modularization

Following up from our conversation during the tcon,

We have crafted a first draft of the transition
plan to the modularized repository:

    http://www.itk.org/Wiki/ITK_Release_4/Modularization/Transition_Plan

Highlights:

1) The transition will happen in the same Git repository
2) It will be done as a large single commit
3) Pending Gerrit patches should still be usable after the merge
4) We will need to freeze the repository from March 1st to March 8th.
