[Insight-developers] Install Problems with WrapITK in an ITK Build

I'm re-titling this because the subject line wasn't really apt.

Apparently there's a problem similar to the one with GDCM, but with a
slightly different outcome, when you try to install ITK with wrapping
turned on.
