Hello Brad K.,

Thank you for your quick migration of the repository. I am certainly liking some of the features of using the stage repo. There are a couple things left to be done.

1) Hooks for the data submodule
I am not sure where these should be implemented, but I think ITK has them and they are nice.
a) The data module should only accept commits to move master forward, not branchy stuff.
b) The main repo should reject commit which rewind the data submodule. This is a semi-common accident of not updating the sub-modual, and commiting an on SHA for it. 

2) Syncing to Github
a) Can we sync both the stage and the main?
b) Where is is going to get synced to?
