[Insight-developers] Including ITKExternalData in FEM test dir?

Hi Kent,

This change:

introduced this error:

   http://www.cdash.org/CDash/viewConfigure.php?buildid=1558504

in a dashboard build I run that tries building all the ITK module test
directories as a standalone project against an installed modular ITK
build.

Why do you need to include ITKExternalData there?  Was that just left
from testing?
