[Insight-developers] itkPointsLocator moved out of review

We moved the PointsLocator out of Review,
to support the new PointSet metrics:

Currently the class is being moved to Registration/Common,

The PointsLocator however can be useful for Mesh filters,
so it will be convenient to move it closer to Core.
