[Insight-developers] Recent changes may require a higher cmake version

I think that the stuff the DCMTK build uses is in 2.8.8 or 2.8.9.  Brad
King would know.

I personally think it wouldn't be bad to require 2.8.10 for ITK 4.3.
2.8.10 has been out for a while.
