[Insight-developers] Disable MINC2 external project

Hello,

I am getting the following error building:

Performing update step (git fetch) for 'ITKMINC2_ExternalProject'
error: The requested URL returned error: 503 Service Unavailable while accessing https://github.com/BIC-MNI/libminc.git/info/refs?service=git-upload-pack
fatal: HTTP request failed

Is there currently a way to disable this third party module?
