OK, I figured this out.  There was a file called:
GNUMakefile in the NrrdIO directory.  If you did an
in-source build of ITK with gmake, then gmake used
that makefile instead of the cmake generated makefile.
I have cvs removed the GNUMakefile so this should not be
a problem anymore.
