[Insight-users] itkOtsuMultipleThresholdsCalculator patch (+ class collocation issue)

Hi Luis,
 there's really no big deal about the collocation of classes. Since 
itkSampleAlgorithmBase and its derived classes are in Statistics, I 
thought that itkHistogramAlgorithmBase and its derived classes should be 
in Statistics (since Histogram is derived from Sample). But of course if 
you feel that Algorithms is their place, I'm perfectly happy with that.
