Angelo,

I am pretty sure you forget to copy the dicom dictionnary. Normally if 
gdcm doesn't find the dict it printf on the command line that the file 
wasn't found. Could you run the exe on the command line (cygwin/cmd) and 
acknoledge this is indeed the problem
