I am just wondering if there is any existing implementation for the 
following segmentation algorithm:

Marroquin, J. L., E. A. Santana, et al. (2003). "Hidden {Markov} measure 
field models for image segmentation." IEEE Transactions on Pattern 
Analysis and Machine Intelligence 25(11): 1380-1387.
