You have to add the tag to the dictionary, as gdcm doesn't know about it:

    gdcm::Global::GetDicts()->GetDict(PUB_DICT_NAME)->
      AddEntry(
#if 0
	       // line appropriate for gdcm 1.2 apparently
	       gdcm::DictEntry::New
#else
	       gdcm::DictEntry
#endif
	       ( uint16_t(0x0009),
		 uint16_t(0x10d8),
		 "SL", "1", 
		 "frame_number"));
    //  gdcm::Global::GetDicts()->GetDict(PUB_DICT_NAME)->Print();

this should work I think.
