Come ITK 4.0, there "might" be a move to get rid of DICOMParser ?? So
it may not be worth your effort at the moment.

For work related to data provenance. There were mixed results on XCede
with expat if I recall. Hence the inclusion of libxml2.
Expat itself can't be gotten rid of, for backward compatibility reasons..
