[Insight-users] Insight Journal display "Promoted to ITK" more prominently

Is it possible to prominently display "Congratulations - this code has been
added to ITK/Review !" so that users don't look at old code that is still
attached to the IJ submission?

Under "toolkits:" I see
ITK (moved into the sandbox)

but I think something should be displayed up near the title and in the
"download" area so that users are definitely aware that there has been a
major change.

Also, about reviews of "promoted" papers - are reviews still welcome (i.e.
if the point of the reviews is solely for acceptance into ITK, then it
doesn't make sense to review an already accepted paper)? If so, there should
be a choice of "ITK Review" in the "revision" drop down box. If not, the
review links should be disabled.

What do you guys think? (also, is there a list more dedicated to the IJ than
simply the itk-users list? i.e. where should this message have been sent?)
