This class was part of the previous statistic framework, which has been 
replaced in ITKv4 development.
Mean shift has not been implemented in the "new framework", that's why 
it does not show up on the nightly doxygen documentation.

It will be a great addition and contribution to ITK to re-implement it 
with the "new framework".
