Sorry, I cannot help you with that. I tried building the bindings for
quite a while before it worked:

Some ideas to try:

I started with building SimpleITK (Superbuild) after that worked, I
used the ITK directory inside the SimpleITK/build with the same
options to build the pure ITK bindings. You probably need to turn on
"shared libraries" (in VS2008 the library was too large). It might be,
that the -D"_HAS_TR1=0" is not needed in VS2010...
