As far as I can tell, 

for visual studio 2010 you have to take care, that the preprocesser
definition is correctly set in the project properties. In this case you have
to add "ITK_IO_FACTORY_REGISTER_MANAGER". 

If you miss to include this, you will always have similar problems with ITK
IO.
