[vtkusers] No Non-Member Postings

In an effort to get rid of spam on the vtkusers list, I have set up
the list so that only subscribed members of the list can post to the list.
If you have more than one email account and would like to post to the list
from all your accounts, just subscribe all the accounts to the list.  Once
subscribed, you can use the web interface to mailman to disable the receiving
of mail from all but one account.
