There is no "DICOM 2" format so to speak. DICOM refers to (implicitly) 
ACR/NEMA 3.0 format, that's the reason why some people use DICOM 3.0 for 
DICOM.

Indeed, check David's Clunie dicom3tools, or my dicom2 tools (I wish I 
never picked that name) at http://dicom2.barre.nom.fr, or the links at
