[vtkusers] Python and cvs update

We got it building for now by just replacing the CMakeLists.txt file in 
VTK/Wrapping/Python with a blank file to skip the additional 
vtkpython.cxx (vtkpython.cxx.in) build... if the only reason for this 
addition was to add an executable this work arround should allow us to 
proceed as before...
