[vtkusers] Oriented Tensor Glyphs (also for windows?)

Hello

I have finally managed to compile the vtkOrientedTensorGlyph class (see for 
example http://www.civil.ist.utl.pt/~moitinho/vtk/oriented.png) under 
windows.

The source is at http://www.civil.ist.utl.pt/~moitinho/vtk/vtkJPM-0.02.tgz

Some testing would be welcome. Just use cmake with the source where you 
unpacked the tar file and a clean build directory. Hopefully you must be up 
and running by copying the dlls to the vtk bin dir and running "vtkpython 
example.py" in the vtkJPM/Examples dir.
