[vtkusers] Problems compiling VTK on Windows

I'm attempting to compile VTK on Windows with Python Bindings and having an
odd error message:
    Error in cmake code at
<snip>/Wrapping/Tcl/vtkDetermineTkResources.cmake:4:Unknown CMake command
"VTK_GET_TCL_TK_VERSION".

I can compile VTK just fine with all the wrappings disabled, but turning on
the Python wrapping seems to cause this error, making compilation
impossible.  Any ideas?
