[vtkusers] vtkConstants.py patch...

Hi all,

As a python dev and a VTK user, I'm using a few VTK cells.

Thus, I was thinking it should be interesting to define them (14 linear 
+ 5 non-linear cells)
as constants in vtkConstants.py.

Opinions ?
