[vtkusers] is VTK the right tool for my problem? (generating and visalisation of meshes)

Hello,
at the moment I'm using vtk to visualize some meshes that I use for
finite element analysis. So far so good.
But now I have to do the following task: I have an image (will get more
than one later) which shows some microstructure of a material. (I can
bring this image to black and white to show the border between the two
constituents). I need to vectorize this image and create mesh so that I
can do finite element analysis of the microstructure. There some needs
for mesh quality, but for the beginning a coarse mesh would also be
acceptable.
Can I use VTK for that task or do I need to have a look for ITK? Any
other suggestions?
Kind regards
Wolfgang
PS: I'm not a programming guru, till now I used the python wrapper for vtk.
