[vtkusers] Is there Anyone form Ottawa Canada? VTK

I tried to install VTK for Borland C++ Builder on Windows.
  1.Do I have to install the Tcl too?
  2. How do I convert Tcl libraires from coff to omf ?
  Is there Anyone from Ottawa Canada?
  I would like to go to ask for advice directly.
