[vtkusers] Maximum SpecularPower in vtkProperty

I recently noticed that vtkProperty clamps SpecularPower to the range [0,100].  However, OpenGL allows the equivalent parameter (GL_SHININESS) to be in the range [0,128].  Is there a reason for this discrepancy?
