You may want to try the vtkImagePlaneWidget

http://vtk.org/Wiki/VTK/Examples/Cxx/Widgets/ImagePlaneWidget

it has a cross-hair feature included.

You can see an example of its use with ITK
in the file

InsightApplications/Auxiliary/vtk/
itkReadITKImage3DSegmentShowVTK.cxx
