[vtkusers] Binary Legacy VTK Files Endianess

Are binary legacy VTK files ALWAYS written with Big Endian ordering? There is a statement in the VTK_Formats.pdf which kinda implies this but now I am not so sure.
 Background: I am writing some simulation code which outputs legacy VTK files and I would rather write binary files as they load much faster than the ASCII versions.
