[vtkusers] UseShadowsOn makes VTK 7.0.0 crash

Hmm, we have a C++ test Rendering/OpenGL2/Testing/Cxx/TestShadowMapPass.cxx
that I tried adjusting a bit to see if I could get it to fail but I could
not. I do not have a Java build to test.  If there is some other error
output or stack trace maybe we could narrow it down.
